1. It's a great class choice when used properly. Unfortunately, a warrior that has the capacity to heal support is thought of as a Paladin; a legendary fantasy class that is quite popular. As a result this leads to an influx of excessive amounts of players that have no clue what to do and thus give it an infamous reputation.
2. To be honest, the shadow stepping skills are not necessary in pve. Your monks if decently cohesive and well skilled, should have little to no trouble nullifying damage caused by NPCs. You could certainly make it work, however it won't necessarily make it better or worse than /Mo or /R.
3. In pick up groups, I generally don't advise it. It's just too much of a hassle to try and make people listen who don't know a damn thing about the fragile subject that is agro in GW. Basically, you need to be the first to engage the target. Next, you have to generate enough "threat" to the NPCs in question that their AI establishes you as a primary target. It's after this point that your party members can begin to DPS. But even if all this is followed you can lose agro very easily either by a monk who is repeatedly slinging out 300 point heals, or an elementalisit dishing out 100 damage nukes. And yes, the AI usually drops you and picks up the closest target if you shadow step out.
